The chronicle is written in a quiet third-person historian's voice (Bose/Wilson/Wickramasinghe register), English-first with Tamil set into the prose at load-bearing emotional and conceptual thresholds. Hard rules are locked in code: never names 'Digital Kumari Kandam' or any roadmap-by-date, never glorifies any armed group (UK TA 2000 §12), never invents survivors, never aggregates the dead or the disappeared in its own voice, never reproduces survivor photographs; Magalir Avai rules apply to chapters 8 and 9 with non-removable referral block (UK 999 / Refuge / WIN / TN 181). The chronicle introduces zero new citations to the registry — every claim binds to an existing tlte-cite: id. It is, by design, a living document: when the registry grows in a way that touches a chapter, the change is logged here and surfaced as a 'the record grew' marker in the chapter's margin. Two new citation glosses ground Velicham: tlte-cite:chronicle-of-the-unfinished-homeland and tlte-cite:chronicle-aarambam-edition-i. Future editions will be marked II, III, … and the difference between editions will be visible in this changelog. Not an ebook. Not a manifesto. The sanctum is built entirely from existing server functions (getMyContribution, getTreasuryPulse) — no new tables, no new schema. Five tiles ship: (1) Identity card — alias, role, Tamil role gloss, serial, era day issued and reverified, Google Wallet status; (2) Public Treasury pulse — passes issued, wallet events 24h, Min in circulation, Treasury balance, all sourced from live tables, all honest zeros where the on-ramp is closed; (3) Your activity — last 5 wallet events from your own pass only, never another member's; (4) Next actions — sign Petition 01, ask Velicham, use an MP Pack, read the methodology; (5) What's new — top 3 Continuity Changelog entries with surface tone. A non-removable footer card publishes what the sanctum refuses to be: not a feed, not a leaderboard, not a score, not a profile of any other member. Country pinning, Velicham thread history, and the Continuity Receipt PDF are explicitly deferred to a later era and will only open with opt-in. The Witness Queue tile for Archons/Keepers is deferred until governance roles are properly assigned via two-Archon process — RBAC tiles will not ship until has_role() can be trusted. The sanctum is wired into the MegaMenu (Continuity & Governance, accent) and the site index (keywords: home, dashboard, sanctum, my home, account).

All four planned Treasury surfaces are now live, each enforcing the Charter rules in code. (1) /treasury/ledger queries real tables (wallet_passes, wallet_pass_events, spine_role_ledger) and renders nine two-layer rows grouped by category — Witness Passes, Wallet Events, Spine Roles, Min, Treasury, real-money inflow. Every row carries Now (live count) and Becoming (civilisational target). Zero is shown as zero with an honest note. (2) /treasury/diaspora ships the k≥5 aggregated country-mix surface. Because the profiles schema does not yet capture country, the live panel honestly reads '0 verified this era' with a published reason; the visual spine is the eighteen-node Ecumene Atlas projected on a symbolic graticule (NOT member locations). A non-removable 'what this map refuses to be' card forbids surveillance reframing, IP/city naming, marketing growth charts, and heatmap implications. Five Charter rules are enforced in code, not just stated: (1) real data only — every number comes from a real table query (wallet_passes, wallet_pass_events, era_day()); if a count is zero this era, the surface says 'zero this era' and never invents; (2) k≥5 country-mix aggregation hard-coded into the server function — public surfaces will never show a country bucket below five members; (3) two-layer mandatory — Now (live count) AND Becoming (civilisational target) shown on every tile; (4) Phases 1–2 of the funding spine (Demilitarisation Petition · Petition 02 Accountability & Memory) carry TLTE-scoped allocations published and challengeable; (5) Phase 3 (Civic Reset) is proposal-stage and Phase 4 (Self-Determination Era) is explicitly NOT TLTE's to allocate — the page literally says 'deferred to diaspora-wide public audit. Empty sections stay visibly empty with an honest zero-state line — no aspirational entries, no fabricated traction, no aggregated 'reach' metric. Five standing principles fix the rule that reception is logged, not weighted; and an explicit 'what this is not' block refuses press-kit / campaign-tracker / partnership-directory framings. Crucially: a logged MP statement is not treated as endorsement of TLTE — it is a Hansard fact. This closes the credibility loop opened by Phase P2 (outreach templates) and Phase P3 (Stewardship Register) — outreach is sent, reception is recorded, and where nothing has come back yet, the page says so.
