A homeland built on lost trust cannot have a private treasury. Every number here comes from a real database row. When a count is zero this era, the surface says zero. When a phase is not ours to allocate, the surface says that too.

- Real data only. Every number queries a real table. If a count is zero this era, the surface says "0 verified this era."
- No personal data, ever. Country mix is k≥5 aggregated. No names, no IPs, no payment detail on public surfaces.
- Two-layer everywhere. Now (Aarambam) = the live count. Becoming (Nilaiththanmai) = the civilisational target. Both shown together.
- Phases 1–2 — TLTE-scoped. Demilitarisation and Petition 02 allocations are published, challengeable, recorded.
- Phases 3+ — not TLTE's to decide. Self-Determination-era funding is explicitly deferred to a diaspora-wide public audit. This page will say so.
- Every phase transition writes an entry to the Continuity Changelog. Append-only. Signed.
