The 1983–2009 armed conflict followed three decades of legislative and administrative measures — the 1948 Citizenship Act, the 1956 Sinhala Only Act, the 1972 standardisation, and the 1983 anti-Tamil pogrom known as Black July — that the UN Panel of Experts (2011) and OHCHR OISL (2015) recognise as systemic. It ended in May 2009 at Mullivaikkal, on a strip of coast in the Vanni, in conditions UN bodies have repeatedly called a credible case for international crimes.
