The non-negotiables

Every operator, every partner, every era. These rules are public. The sealed runbook may tighten them; it may never loosen them.

Sky-layer originals (still binding)

  • Never dual-use. Never signalling. Never surveillance. Never navigation.
  • Never owned by TLTE. Hosted payloads and partner ground stations only.
  • Never autonomous decisioning. Intelligence layer is observational; humans act.
  • Never personal data. Never survivor testimony. Tier-A public-domain material only.
  • Never homeland operators on the public surface. Partner jurisdictions only.
  • Never proprietary protocols. Open spec end-to-end; reproducibility before secrecy.
  • Never founder-only credentials. Multi-jurisdiction governance or it does not exist.
  • Never proto-state framing. The layer is a resilience instrument, not territory.

Ground-layer additions

  • Never a survivor intake surface. Physical kiosks route disclosures to safeguarding, not to the archive.
  • Never a fundraising venue. Civic Houses do not host donor events.
  • Never a political meeting venue. The 21 Laws bind the room, not a party.
  • Never a founder-only credential. Physical access uses card-based multi-holder auth.
  • Never covert siting on the homeland. Every homeland node is publicly published within 30 days.

Enforcement

A breach of any hard rule triggers a public Continuity Changelog entry and Archon review. Persistent breach dissolves the offending node's covenant. There is no private cure.
