An institution, journalist, or scholar can query the archive under strict terms. Every key is purpose-tied, rate-limited, and audited. The terms exist first; applications open when the ladder is ready.

Permission scopes
read:citations— the citations registry.read:corpus— Reading Room PDFs + manifest.read:mp-packs— pack metadata and text.read:continuity— the changelog and integrity chain.
Rate limits
- 60 requests / minute per key.
- 10,000 requests / era-week.
- Bulk archive pulls served as static tarballs, not paginated calls.
Purpose scoping
Every key is issued against a written purpose statement, one paragraph, published in the audit log alongside the issuing archon.
Expiry
Every key expires at the end of an era-year unless renewed. No perpetual keys.
Audit commitment
Every issued key's purpose, scopes, and expiry are public. Revocations are public. Misuse triggers a public post-mortem.
