Civic House 001
குடிமை இல்லம் ௦௦௧
A single room in the United Kingdom, operated under the 21-Law Space Covenant. It carries no address on any public surface, and it names no supporter. The room is a fragment of the archive.
Now · Aarambam
Space secured. Fit-out in Aarambam. Kiosk hardware specified. Covenant awaiting signature. Not yet open to the public.
Becoming · Nilaiththanmai
Open reading hours, published kiosk hours, safeguarded walk-in access, a whisper of the wider mesh.
The plaque
A brass plate, obsidian-mounted, at the door:
Civic House 001An Eelam Civic Orbit node. The 21 Laws control this space.Aarambam · founded quietly, on purpose.
What is public
- The plaque design.
- The kiosk specification and safeguarding rules.
- The covenant text (see Covenant).
- The federation stage (Ally · Stage 1).
What is withheld
- The street address.
- The identity of the person offering the space.
- Photographs of the interior or exterior.
This is not secrecy. It is the same protection any small civic space with under-18 walk-ins would apply. The space's public existence is the plaque and the covenant, not its geolocation.
Safety architecture
- Card access during non-public hours. No shared master key.
- CCTV at the entrance only, retention 30 days, footage released only under UK data-protection lawful basis.
- Safeguarding lead named to the Continuity Office; DBS-checked.
- Two-person rule for any interaction with a walk-in under 18.
- Bathroom & safety compliant with UK Building Regs Part M.
What the House does NOT do
- No survivor intake. No testimony collection.
- No political meetings.
- No fundraising events.
- No proscribed iconography — the 21 Laws bind the walls.
