மறுப்பும் · EU நிபந்தனையும் · GSP+Chemmani × Srebrenica-30 — denial, EU conditionality, and the GSP+ transplant
Two Srebrenica-30 precedents landed in July 2025 that a Chemmani-facing archive can transplant into a live European trade file. First, the UN General Assembly's standing mechanism against genocide denial. Second, the joint OSCE Chairperson / Secretary-General statement of 11 July 2025, which said in terms that denial 'hinders Bosnia's EU integration'. Read together, the two establish that denial and evidentiary obstruction are treated by the European legal-political order as EU-conditionality costs. The transplant into the EU–Sri Lanka GSP+ file is clean in logic: impunity and evidentiary obstruction should carry the same conditionality cost the EU already applies elsewhere. This is framed as a goal for European policymakers, not a citable fact — no EU statement yet links Chemmani accountability to GSP+ conditionality on the record.
