The UK's 24 March 2025 designations under the Global Human Rights Sanctions Regulations 2020 are the only confirmed Tier-A sanctions precedent on Sri Lankan command responsibility. This dossier is written in the same evidentiary form — institution-not-officer — to support expansion covering the 1995–96 Jaffna operations period.
On 24 March 2025 the UK, under the Global Human Rights Sanctions Regulations 2020, designated three individuals in connection with serious human rights violations during the armed conflict — a general, a former navy commander, and a former paramilitary commander (Karuna). This established a UK Tier-A template for command-responsibility designations on Sri Lanka.
This dossier names ranks and areas of command responsibility for the 1995–96 Jaffna operations period that produced the Chemmani-linked disappearances documented in Cpl Somaratne Rajapakse's 1998 court testimony. It does not name individual serving or former officers connected to the 2025–26 excavation itself. Attribution for the 2025–26 remains requires a credentialed judicial and forensic process.
The 2025 designations were built on OHCHR's Sri Lanka casework, ITJP's 60+ Magnitsky-style submissions, and open-source Tier-A corroboration. This dossier is written to fit the same evidentiary architecture: HRCSL's Sep 2025 Fact-Finding Report on Chemmani, ITJP's 14 Jul 2026 report on the continuing accountability gap, and the standing OSLAP mandate.
Once filed with the FCDO Sanctions Directorate, the same dossier is briefed — via credentialed counsel — to Canada's Global Affairs sanctions unit and to relevant EU member-state MFAs. Framing: the UK has established the template; here is jurisdiction-specific evidence for parallel action.
Does not name individuals for the 2025–26 excavation. Does not accuse survivors, families, or officers currently on the site. Does not substitute for the credentialed judicial process. Does not aggregate counts of remains. Does not publish operational-security material.
A public template. The FCDO submission itself is filed through credentialed counsel; parallel briefings to Canada and EU MFAs follow the same architecture.
A future in which command-responsibility sanctions are routine, not exceptional, and are matched across the UK, Canada, and EU member states from a shared evidentiary base.
