OSLAP சான்று சமர்ப்பணம்OSLAP Evidentiary Submission

The OHCHR Sri Lanka Accountability Project (OSLAP) is a continuous-intake mechanism, not a session cycle. There is no deadline to miss — only a window to be first and thorough. This is the public template of the evidentiary dossier TLTE is preparing, explicitly framed to support formal Requests for Assistance from third-country prosecutorial units exercising universal jurisdiction.

1 · Scope of the submission

Chemmani / Ariyalai Siththupaththi Hindu Cemetery, Nallur, Jaffna. Court-supervised excavation under the Jaffna Magistrate's Court, presiding Magistrate Selvanayagam Leninkumar. Judicial-record figure at day 96 (28 Jul 2026): 480 sets of remains identified across phases 1–3, 479 fully exhumed; third phase halted that date, resumption reported for 4 Aug 2026. The figure stood at 467 at day 93 (22 Jul 2026). Of the 1999 phase, 8 of 15 remain un-returned to families per UN Joint Allegation Letter AL LKA 1/2025.

2 · Chain-of-custody gap register

Anchored to HRCSL's own Fact-Finding Report of September 2025 (documents worker intimidation and record gaps) and Sri Lanka Brief's September 2025 coverage (documents domestic carbon-dating and forensic-expertise gaps). No independent forensic body engaged on the site as of 22 Jul 2026.

3 · Framing for third-country RFAs

Submission is explicitly framed to support formal Requests for Assistance from prosecutorial units in jurisdictions that already exercise universal jurisdiction on Sri Lanka casework (Germany's Federal Public Prosecutor / Generalbundesanwalt; the Netherlands' National Public Prosecutor's Office; Argentina's federal courts). TLTE does not initiate prosecutions; it preserves the evidence layer.

4 · Diplomatic-record anchor

22 Jul 2026 EU diplomatic delegation walked the site under Jaffna court authorisation: Ambassadors Carmen Moreno (EU), Damiano Francovigh (Italy), Dr Felix Neumann (Germany), Rémi Lambert (France), Wiebe De Boer (Netherlands). Association of Relatives of Enforced Disappearances handed a written memorandum renewing the demand for an independent international investigation.

5 · Standing UN record cross-references

OSLAP mandate under HRC res. 46/1, 51/1, 57/1, renewed 60/1 (Oct 2025, extended two years). UN Special Procedures Joint Allegation Letter AL LKA 1/2025 (four mandate-holders, 21 Jul 2025). UN High Commissioner Volker Türk's on-site visit to Chemmani (25–26 Jun 2025).

6 · What the Institute does not submit

No names of survivors, families, or protesters. No TLTE-aggregated count. No claim of cause of death, command chain, unit, or individual perpetrator. No operational-security material. No survivor intake — routed to ITJP, PEARL, OMP, and the UK 999 / Refuge line.

Institutional disclosure

An institutional surface of TLTE. Operated through the Unmai (live intelligence), Remembrance (memory) and Pattarai (workshop) organs. TLTE has seven canonical organs; the Institute is how they speak together on accountability. It is not an eighth organ, not a court, not a forensic body, not a survivor service.

The Institute mirrors, organises, and amplifies the work of named accountability bodies. It does not replace OHCHR, ITJP, PEARL, Adayaalam, the Office on Missing Persons, the Bishop of Mannar's standing call, or the courts of Sri Lanka.
