The panel is composed of recognised jurists with international criminal law and forensic-standards experience. TLTE does not sit on the panel. TLTE does not select findings. The archive supplies the evidence layer only; the panel adjudicates.
Submitted evidence is Tier-A: OHCHR/OSLAP, UN Special Procedures, HRCSL, ITJP, PEARL, Adayaalam, credentialed forensic archaeology (ICMP-standard where applicable), and on-the-record court materials. No survivor names, no TLTE-aggregated counts, no HUMINT, no operational-security material.
Written judgment published in full, timed for maximum overlap with active EU GSP+ review cycles and UK APPG on Tamils sitting weeks. Judgment is designed to be quotable in Hansard under parliamentary privilege, cited in MEP resolutions, and referenced in prosecutorial Requests for Assistance under universal jurisdiction.
Not a state court. Not enforceable. Not a substitute for the Jaffna Magistrate's Court process, OSLAP, or ICC Article 15 communications. Not a mechanism to name individual perpetrators for the 2025–26 excavation. A tribunal is a civic instrument; its power is precisely its independence from the state whose conduct it audits.
An architectural spec, not a convening. Panel selection, evidence rules, and judgment format published in advance so any qualified body may adopt or adapt the form.
A future in which every mass-grave case with a live accountability gap has a citable civic judgment on the record, produced by qualified jurists on standardised evidence rules.
