A song is not terrorism. A 24-year-old in Kilinochchi posts temple-festival videos and is held under a 1979 law that HRW, Amnesty, ICJ and OHCHR have asked Sri Lanka to repeal for over a decade. The arrest is not the system — it is the system becoming visible. Memory becomes evidence. Evidence becomes policy. Policy becomes repair. Incidents become patterns. Patterns reveal systems. Systems require replacement architecture. The Tamil North-East does not only lose people — it loses the knowledge the people carry. Graduates leave because there is no civilian administration to enter; the system that pushed them out remains, ungoverned by them. Demilitarisation alone replaces troops with vacuum. The answer must be architectural.
