Knowledge repatriation

The Recorded Legal Memory Desk covers archival Tamil knowledge (VOC, EAP1450, Leiden). This page covers the live dimension: Tamil professional terminology for modern institutional administration, Tamil-medium graduate-level education infrastructure, and Tamil-language capability building for the digital-administration tools described under Cloud Civil Administration. None of this is a TLTE service. All of it is a published target.

Tamil-medium public-administration terminology

Statutory drafting vocabulary, regulatory glossaries, civil-registry forms — modernised for current administrative practice, anchored on the existing Tamil legal-history record (Thesawalamai codification 1806; ola-leaf registers; EAP1450).

Tamil-medium higher-education capacity

Lecturers, postgraduate supervisors, journal editors — not just teaching but production of new knowledge in Tamil. Existing infrastructure (University of Jaffna, Eastern, Vavuniya Campus) is partially staffed; the gap is graduate-level production and inter-institutional collaboration.

Archival and digital-humanities skill base

Trained Tamil-language archivists, library catalogers, digital-humanities researchers. Reference partners: British Library EAP1450, KITLV Leiden, Roja Muthiah Research Library (Chennai). Note per Legal Memory Desk: these are CUSTODIANS, not TLTE partners.

Tamil-language software, data, and AI capacity

Tamil-language NLP, OCR for Tamil-script historical documents, machine-readable Tamil terminology databases — not a TLTE product, a programmatic target with named open reference points.

Returning professional cohorts

Doctors, engineers, lawyers, accountants who can practise in Tamil-medium institutional contexts. Demand-side is currently suppressed by militarisation; addressing demand is the precondition for return.

Hard rules

  • ·Per Legal Memory Desk: TLTE never frames the Netherlands, Leiden, KITLV, the British Library, or Roja Muthiah Research Library as TLTE partners. They are custodians of source material. Partnership requires an explicit MOU via /partner-mou.
  • ·TLTE does not certify Tamil-language proficiency, accredit programmes, or issue credentials. Certification belongs to UGC, professional bodies, and accredited universities.
  • ·TLTE does not name individual academics, archivists, or programme directors except where they speak in an official institutional capacity on the public record.
