The civic file for the first petition on demilitarisation of the Tamil North-East. Every claim made by the state is held against every counter-finding from independent monitors, the UN, journalism, diaspora and allied communities. None of it requires anyone on the ground to take a risk.
Now · Aarambam
An evidence ledger. State announcements, independent reports, UN findings — all cited, archived and append-only. No intake. No naming. No counts.
Becoming · Nilaiththanmai
A formal Petition Evidence Pack — versioned, signed, hash-anchored, deliverable to courts, UN bodies and parliaments in the diaspora's host states.
The unfair advantage
The Sri Lankan state has produced its own contradiction. It announces every land release. It tables every defence budget. It pledges downsizing by 2030. We do not need to surveil anyone — we need to hold the state's own voice against the state's own evidence, anchored by independent monitors and free public satellite data.
That is what this desk does. Nothing more. Nothing covert.
No editorial verdict. The gap is the finding. Numbers shown only where the state itself has published them.

Global web · why this is not a one-community file
Militarisation in the Tamil North-East is bound to networks that reach far beyond Eelam. This desk records those connections — without speaking for any community.
Tamil diaspora institutions
· PEARL Action — Washington DC, US Congressional channels.
· British Tamils Forum, Global Tamil Forum — UK FCDO & EU.
· Tamil Coordinating Committees — Canada, Netherlands, France, Germany, Australia.
· Tamil chambers of commerce — Toronto, London, Sydney, Frankfurt.
Allied communities inside Sri Lanka
· Eastern Province Muslim civil society — Ampara, Batticaloa, Trincomalee.
· Up-country (Malaiyaha) Tamil bodies — plantation districts.
· Inter Religious Alliance for National Reconciliation — multi-faith clergy.
· Sinhalese civic groups & reformist Buddhist clergy who have publicly backed troop reduction.
International accountability
· OHCHR Sri Lanka (Tier A).
· UN Human Rights Council — Sri Lanka file.
· International Crisis Group, Amnesty, Human Rights Watch.
· Universal jurisdiction cases filed across EU member states.
Effects on the people there
· Land alienation suppresses returnee livelihoods (fishing, farming, palmyra economy).
· Surveillance chills journalism, civil society, women's organising and youth.
· Diaspora remittances increasingly substitute for local economic base — itself a militarisation symptom.
· Religious site occupations damage inter-community trust.
