The structural corruption channels relevant to N-E civilian administration are documented at Tier A and Tier C: judicial, police, public services, land administration, procurement. UNCAC is the binding international framework. Sri Lanka's third APG Mutual Evaluation commences March 2026 and will be the next major Tier A benchmark. This section mirrors the existing record; it does not produce a TLTE corruption assessment.

·TLTE never names individual officials, ministers, military officers, contractors, or beneficial owners alleged to be involved in corruption. Naming belongs to accredited investigators and competent courts.
·TLTE never aggregates a "corruption cost" figure. Figures belong to TISL, World Bank, IMF, and the forthcoming APG MER.
·TLTE does not pre-empt the APG March 2026 MER. We mirror prior findings and flag the forthcoming review as the next Tier A benchmark.
