Anti-corruption

The structural corruption channels relevant to N-E civilian administration are documented at Tier A and Tier C: judicial, police, public services, land administration, procurement. UNCAC is the binding international framework. Sri Lanka's third APG Mutual Evaluation commences March 2026 and will be the next major Tier A benchmark. This section mirrors the existing record; it does not produce a TLTE corruption assessment.

Hard rules

  • ·TLTE never names individual officials, ministers, military officers, contractors, or beneficial owners alleged to be involved in corruption. Naming belongs to accredited investigators and competent courts.
  • ·TLTE never aggregates a "corruption cost" figure. Figures belong to TISL, World Bank, IMF, and the forthcoming APG MER.
  • ·TLTE does not pre-empt the APG March 2026 MER. We mirror prior findings and flag the forthcoming review as the next Tier A benchmark.
