Where actors touch patterns
Nine external actors × seven structural patterns. Each cell is a hypothesis about where an actor materially enables, leverages, or drives a pattern. Cells are interpretive readings of cited Tier-A and Tier-B material — never standalone accusations. Empty cells mean no claim made, not no presence.
How to read this
The matrix compresses dossier-level material into a single hypothesis surface. It is for orientation — not for citation. To cite, follow a cell into the actor dossier and the pattern page, then quote the underlying Tier-A source verbatim.
What this matrix does not do. It does not score actors. It does not predict behaviour. It does not assert coordination — only co-presence on the same structural outcome. Coordination remains a hypothesis until corroborated.
