Three ministries — Archaeology, Forest, Army — operate sequentially on the same contested sites. Three statutes, one outcome.
Post-2009 the Department of Archaeology (DoA) began reclassifying Hindu/Tamil heritage sites as 'ancient Buddhist monuments' under the Antiquities Ordinance. PEARL (Sinhalization of the NE, 2022) documented the pattern at Kurunthurmalai, Vedukkunari, Thiriyai, Muhudu Maha Vihara. Land remained under de facto military control.

Who coordinates the sequencing across three ministries? Is there a cabinet sub-committee or Presidential Secretariat instruction, or has the choreography become institutional muscle memory?
