The Triple Lock

Post-2009 the Department of Archaeology (DoA) began reclassifying Hindu/Tamil heritage sites as 'ancient Buddhist monuments' under the Antiquities Ordinance. PEARL (Sinhalization of the NE, 2022) documented the pattern at Kurunthurmalai, Vedukkunari, Thiriyai, Muhudu Maha Vihara. Land remained under de facto military control.

DoA reclassifies → DFC declares a buffer zone → Army retains adjacent presence. Three different ministries, three different statutes (Antiquities + Forest Conservation + Land Acquisition), one juridically legitimate outcome that no single court challenge can unwind.
