Tiering. Tier-A: OHCHR, UN Special Procedures, UN treaty bodies, ICJ, HRW, AI, PEARL, Adayaalam, CPA, Verite Research, OMP, ITJP. Tier-B: investigative journalism (Tamil Guardian, Groundviews, EconomyNext, The Hindu, BBC, Reuters, OCCRP) where Tier-A is absent, marked credible report.
Hypothesis discipline. Every cross-vector or cross-actor coordination claim is marked as a hypothesis requiring corroboration. The underlying facts are cited; the pattern reading is interpretive.
