The Tamil North-East is usually read as the top of an island. The record reads better the other way round: as the eastern rim of an ocean basin whose ports, monsoon routes, fisheries and dispersals ran east–west long before the island was administered as one unit. This desk holds five files in that frame. It cites; it does not investigate, intake, count, or accuse.

What this desk will never do

  • ·Never claim territorial waters, maritime zones, an EEZ, or any proto-state maritime jurisdiction for TLTE.
  • ·Never name an individual fisher, boat passenger, crew member, deportee, or asylum applicant.
  • ·Never aggregate our own casualty, expulsion, interception, or deportation counts — cite the body that published the figure.
  • ·Never use the 1990 expulsion file as a counter-move against accountability for state violence against Tamils.
  • ·Never present the supply ledger as a claim that a third state is legally responsible — publication of transfers is not a finding of liability.
  • ·Never treat oceanic framing as a route to armed-maritime capability of any kind. This is a reading of the record, not a doctrine of force.
  • ·Never speak for Northern Muslim institutions. Cite them; do not represent them.
