Land + Cloud + Orbit + Deep Water. A civilian ocean-science, maritime-heritage and coastal-resilience programme — UNESCO-aligned, partner-led, observational at every layer. Operational deployment is sealed under Archon authorisation.

Legal frame

UNCLOS zones bound every mission before it begins

Internal · Territorial (≤12 nm) · Contiguous (≤24 nm)

Highly sensitive. No Aarambam-era field activity without lawful coastal-state partnership.

EEZ (≤200 nm) · Continental Shelf

Marine scientific research and seabed activity usually require coastal-state permission. Same posture.

High Seas

More open, not lawless. Flag-state law applies; safety, environmental, heritage, and research rules bind every operator.

The Area (beyond national jurisdiction)

ISA-regulated. TLTE binding posture: research and heritage only; no mining, no exploitation, ever.

Hard rules — public and binding

Eight rules the sealed runbook may tighten, never loosen

  1. Never military. Never reconnaissance. Never dual-use.
  2. Never treasure. Never artefact removal. Never seabed mining. Never resource extraction.
  3. Never publish exact coordinates of vulnerable heritage sites. Area-level only on every public surface.
  4. Never enter restricted waters without lawful coastal-state permission. When in doubt, the answer is no.
  5. Never autonomous decisioning. MOZI-Ocean is observational; humans act.
  6. Never personal data on fishers, witnesses, or coastal residents. Alias-first; oral histories with informed consent only.
  7. Never proto-state framing. The layer is a knowledge-sovereignty instrument, not territory.
  8. Never sole-operator. Multi-jurisdiction partner institutions or it does not exist.

Legal & Compliance

Every mission classified, permitted, and bounded before any field activity, under UNCLOS maritime-zone rules, flag-state law, coastal-state law, environmental law, and the UNESCO 2001 Underwater Cultural Heritage Convention.

Five civilian research pillars — maritime history, underwater cultural heritage, climate & coastal survival, fisheries & blue economy, and ocean intelligence for stewards.

A two-surface memory vault — a public maritime-memory archive, and a private underwater heritage register that preserves location precision only at the area level for vulnerable sites.

Bounds

Exact coordinates of vulnerable heritage sites NEVER appear on a public surface. Witness identity is alias-first. No artefact appears in any commerce, ever.

Vessel & Platform

Five field stages, none of them today — desk research → shoreline kit → partner boat surveys → research-vessel partnership → (long-horizon, gated) institute-aligned vessel.

Bounds

No TLTE-owned vessel on the public surface. Field stages 2+ require partner licence and signed safety protocol. No entry into restricted waters. No navigation interference. No sample collection beyond Stage 4.

Sensor & Robotics

Civilian, non-extractive sensing — water-quality kits, fixed coastal observation nodes (only where lawful), vessel sonar/CTD stacks, and look-only ROVs.

  • Water-quality kit (T, pH, salinity, turbidity, DO)

Bounds

ROVs may not disturb the seabed beyond what photogrammetry requires. No AUV deployment without partner-led, academically reviewed mission file. No hydrophone targeting of persons or vessels. No covert sensing.

Communications

Field-to-archive sync over the safest available path — port internet by default, satellite for remote ocean mode, the sibling Communications Sovereignty Layer for archive-integrity backup when ground links are hostile.

Bounds

No emergency-coordination broadcast to persons. No covert relay. No signalling capacity. Comms inherit every hard rule of the Communications Sovereignty Layer.

MOZI-Ocean Intelligence (observational)

Statistical synthesis across heritage, coast, fisheries, climate, deep-map, and blue-economy surfaces — surfaced to human stewards in the Continuity Office. No autonomous action.

Eelam Blue Observer — area-level public dashboard, education museum, school programme, and a partner-led memorandum of civic cooperation. The layer that makes the work legible without exposing what it must protect.

Three stages, none of them today

  1. S1 · Aarambam · Desk-research institute. Open-source ocean intelligence: historical maps, academic papers, bathymetry datasets, oral histories, museum records. Eelam Blue Observer v0 launches at area-level granularity.
    Gate: First public report ("State of Tamil Maritime Memory & Coastal Risk · 001") published; partner outreach started; no field activity in sensitive waters.
  2. S2 · Nilaiththanmai · Partner-led sensing & boat surveys. Shoreline field kits in lawful jurisdictions; partner-licensed boat surveys with non-invasive sonar and CTD; ROV documentation of pre-cleared sites under archaeologist review.
    Gate: Multi-jurisdiction partner institutions seated; ethics charter ratified; UNESCO-aligned positioning published; sunset clause filed in writing.
  3. S3 · Nilaiyam · Institute-aligned research vessel (long-horizon, gated). Considered ONLY after a stateless civic institution has demonstrably operated for three full eras at scale, and only as a public-good research asset under multi-jurisdiction governance. The institute never owns military or dual-use capacity.
    Gate: Three full eras of civic maturity; trustee unanimity; public publication of mission charter within 30 days of any deployment; covert siting is never an option.

Operational deployment lives in the Vault

Mission shortlists, partner-vessel candidates, homeland coastal-siting options (including options the public surface declines to name), expanded MOZI-Ocean behaviour for Nilaiyam-era authorisation, and rollback — sealed under Archon authorisation, audit-logged on every read. The public spec on this page is binding on the runbook; the runbook may not loosen a single hard rule above.
