Four measurable asymmetries

Fiscal asymmetry

Provincial administration in the North and East is financed almost entirely by central provision, overwhelmingly recurrent. The 2026 defence ceiling is several times the two provincial budgets combined.

Verification asymmetry

Announcements — land release directions, office-holder progress claims, replacement security legislation — arrive faster than any independent confirmation of implementation. The archive labels the origin, and waits.

Measurement asymmetry

Provincial poverty after 2019, remittance destination, troop numbers by province, provincial own-revenue: not published. The gap is itself a finding, and it is recorded as one.

Memory asymmetry

Excavation continues while identification, cause-of-death determination and return of remains do not keep pace. The cost of that interval is carried by families, not by institutions.
