An archive is judged as much by what it declines to invent as by what it publishes. These are the columns that do not exist. They stay empty until a body with standing fills them.
HIES 2019 is the last comparable provincial baseline. Nothing measures the North-East household position after the 2022 crisis on the same basis.
National inflow is published; district or provincial destination is not, by either the sending or the receiving central bank.
Personnel numbers, installation counts and land occupancy by province are not disaggregated in public budget or defence documents.
Release announcements are published as events. A standing reconciliation of hectares announced, hectares surveyed, hectares returned and hectares still held is not.
Without it, the dependency ratio of each province on central provision cannot be independently calculated.
Excavation figures are reported. Identification, cause-of-death determination and return of remains proceed on a far slower clock, and are reported piecemeal.
Missing data can arise from capacity, from methodology, from cost, or from choice. This desk does not assign a motive to any of the entries above. It records that the column is empty, that the emptiness has consequences for anyone trying to hold a decision to account, and that the remedy is publication rather than inference. Where an announcement has been made without corresponding verification, both facts are dated and kept side by side.
