Provincial councils (13th Amendment)
The Northern and Eastern Provincial Councils exist in law under the 13th Amendment to the Constitution. Elected councils have not sat since their terms lapsed; provincial functions are discharged by the appointed Governor and the provincial public service. Provincial Council elections remain unscheduled at the time of writing.
