Pre-National Bridges

Six pre-national cross-strait infrastructures were audited. Only two operate at genuine civilisational scale in 2026 and escape the Tamil Nadu political-absorption membrane: the Catholic / Jesuit / Caritas network, and the Saiva Siddhanta mutt aadheenam diksha-lineage network. Both predate the Indian and Sri Lankan states by centuries. Both derive authority from non-electoral sources — Rome, and mutt parampara. Both have demonstrated capacity to act for Tamil communities of the north without TN electoral authorisation.

Thiruketheeswaram (Mannar) restored by GCAS Mamallapuram — TN state resources used, mutt-network liturgical logic. Gurumahashannidhanam is pre-democratic authority; HR&CE cannot fully colonise it.
Fisher-parish (Rameswaram–Mannar–Katchatheevu)Partially absorbed
St Anthony's Feast, 14–15 Mar 2025: 9,000 pilgrims (The Sunday Times Colombo, 16 Mar 2025). Rameswaram side: 3,424 applications, 78 mech + 22 country boats, flagged off by Ramanathapuram District Collector (New Indian Express, 15 Mar 2025). Community is occupational × territorial × sacramental. But Katchatheevu sovereignty framing absorbs the pilgrimage into TN electoral triangulation every cycle.

Nallur Kandaswamy, Thirukoneswaram, Munneswaram, Naguleswaram — active. Diaspora funding + HR&CE oversight create state dependencies that make them susceptible to absorption on either side of the strait.

Why two channels escape the membrane

The membrane converts civilisational links into electoral rhetoric without creating durable bilateral structures. Ecclesiastical authority flows from Rome; no TN politician can activate, suspend, or claim credit for it. Mutt authority is gurumahashannidhanam — a pre-democratic form of spiritual sovereignty explicitly not accountable to electoral cycles. Both work below the line of political visibility, which is the exact condition of their civilisational durability.

·Does not claim TLTE wants Katchatheevu returned. The 1974 Maritime Agreement and 1976 Supplemental Agreement are cited together as settled; the shrine-access frame is the only appropriate one.
·Does not treat fisher pilgrimage as protest, campaign, or symbolic capture. It is a devotional community that predates both states.

A stateless civilisational framework is additive to these pre-national channels. It never seeks to command them. Their durability is the fact that they operate below political visibility.
