Delhi's Calculus

Delhi's TN / Eelam calculus is not ambiguity. It is a rationalised, electorally cost-free, strategically motivated permanent abstention — internally consistent since the 2014 pivot vote. Only a compound shock in the 2026–2029 window is sufficient to move it, and even then the shift would manifest as louder 13A rhetoric and a more critical abstention statement, not as support for an international accountability mechanism.

The five stable variables

Strategic geography
Sri Lanka is irreplaceable as an IOR node. Loss to Chinese orbit unacceptable.
2.
TN electoral irrelevance
BJP 2024 in TN: 10.69% vote share, 0 seats (The Print, June 2024). National majority does not depend on TN. Abstention costs zero.
3.
UAPA lock-in
LTTE proscription renewed 14 May 2024 through May 2029 (MHA gazette, PIB Delhi). Criminalises active Eelam solidarity organising.
4.
Doctrinal coherence
SAGAR (Port Louis, 12 Mar 2015) → IPOI (East Asia Summit Nov 2019) → MAHASAGAR (IORA 2025). Colombo goodwill non-negotiable.
5.
13A as displacement instrument
Devolution language substitutes for accountability language — a manageable ask for Colombo that gives Delhi a TN-facing talking point.

China anxiety — the dominant driver

Katchatheevu 2024 · performative territory

In March–April 2024 the BJP campaign accused Congress of "secretly giving away" the 285-acre island. BJP won zero seats in TN (INDIA alliance swept all 39). Stimson Center (May 2024) labelled the episode "cartographic anxiety" — performative territorial grievance with no legal follow-through. The 1974 Maritime Agreement (26 Jun 1974) and 1976 Supplemental Agreement together settled sovereignty in Sri Lanka; TLTE never asks that the island be returned and treats the fisher shrine-access frame as the only appropriate one.

The AKD factor · equilibrium tightened, not loosened

NPP president Anura Kumara Dissanayake elected September 2024. India–Sri Lanka state visits (December 2024; Modi in Colombo 5 April 2025) produced defence pacts, power connectivity agreements, and Dissanayake's assurance that "Sri Lanka's soil will not be used to target India" (Indian Express, 5 Apr 2025). Modi publicly urged 13A implementation and provincial elections.

What this page refuses to do

·Does not characterise Delhi as 'hostile' to Tamil Eelam. The calculus is a doctrine, not a personality.
