It is not a representative body.
This organ states plainly what TLTE is, so that no reader — hostile or friendly — has to guess, and so that no future officer of this body can quietly widen the claim.
Who represents the Tamils?
Representation requires territory, an electorate, and a patron state willing to recognise the result. TLTE has none of the three and will never manufacture them. Every body that has answered this question has ended in the same place: a claimed mandate nobody granted, a rival claiming the same mandate, and a process that ignores both.
Who keeps the record?
Who keeps the record that everyone eventually has to open? This requires no election, no territory, and no patron. It requires discipline sustained over time, in public, with citations. TLTE answers this question and refuses the other.
The definition
TLTE is a documentation-standards and citation-registry body. It sets the evidentiary standard for a body of material about Tamil Eelam, keeps the register of what is verified and at what tier, and publishes the methodology by which anyone can check it.
This sits alongside — not against — the Declaration of the Hybrid Nation. Inwardly, toward people who have consented to the Charter, TLTE is a consent-based, non-territorial civic body. Outwardly, toward states and institutions, it is a standards body and nothing more. Consent governs inward. Citation governs outward. Membership never becomes a mandate. The reconciliation is published in full.
A representative body's authority is granted, and can therefore be withdrawn, disputed, or out-claimed. A standards body's authority is structural: it accrues to whoever holds the record that other institutions need in order to do their own work. That authority cannot be voted away, because it was never voted in.
The Documentation Center of Cambodia held no mandate from the Cambodian people. It held the archive. When the Extraordinary Chambers finally sat, its material was in the case file. Nobody asked who elected it.
Being the registry does not make TLTE right, and does not make it representative. It makes it a precondition — the body whose material an accountability process would have to open, whether or not that process likes TLTE. That is the entire claim. Nothing larger is asserted anywhere in this organ.

OpenTLTE holds a versioned, DOI-anchored archive with a published tier discipline, a citations registry, a continuity protocol, a refusal ledger, and an incorporated UK vehicle. It has no formal standing before any treaty body.
The standard is cited by bodies that did not author it. Submissions carry a TLTE method reference. The registry is opened by people who disagree with TLTE, because they cannot do their work without it.
