This page exists so that nobody — hostile, friendly, or internal — can read the standards-body doctrine as a soft claim to representation.
The refusals
Not the diaspora, not the homeland, not any community within either. Under the Declaration of the Hybrid Nation it speaks for the people who have knowingly consented to its Charter, on matters of its own charter and conduct — and for nobody else, on no external question, before any body. Consent governs inward; citation governs outward.
No one voted. No referendum was held. The opinion-mapping instrument TLTE operates is explicitly not a referendum, not an election, not a mandate, and not a census, and is published under those words.
No borders, no jurisdiction, no administration, no passports, no taxes.
No leader with final say, no chairperson, no life seat, no founder override, no emergency powers. The Founder Step-Down Doctrine is binding and cannot be amended by the Founder.
No verdicts, no findings of guilt or innocence, no perpetrator database, no casualty counts. Those belong to courts and to accredited inquiry bodies.
No safeguarding service, no legal service, no medical service, no emergency service, no survivor intake. Referral only.
Why representation is refused, not merely absent
Representation without election is not a shortcut to legitimacy; it is the specific failure mode that has discredited stateless institutions repeatedly. A body that claims to speak for a people it did not consult gives every state that wants to dismiss it the exact sentence it needs: who elected you?
A documentation body is immune to that sentence. Nobody elects an archive. The question a standards body has to survive is different, and much fairer: is the record accurate? TLTE has chosen to stand or fall on the second question.
Failure conditions
If TLTE does any of the following, it has breached its own published rules:
- Claims a mandate.
- Asserts a fact without a citation.
- Names a survivor, a family of the disappeared, or a serving officer.
- Issues a verdict on guilt or innocence.
- Publishes its own casualty or incident count.
- Installs a permanent leader.
Each breach is appealable through the published stewardship route, and this page is the reference against which it is judged.

- —The refusals remain unchanged. A standards body that later claims a mandate has failed.
