TLTE has published two statements about itself that a hostile reader will try to set against each other. Both are true, because they describe two different relationships. This page states the rule that keeps them apart.
A Hybrid Nation
Toward the people who have knowingly consented to the Charter, TLTE is a civic body with organs, a continuity protocol, and internal governance. Charter I binds it: membership is a voluntary act, and no one is bound who does not join. Charter II bars territory, III bars arms, IV bars party.
A standards body
Toward states, treaty bodies, courts, parliaments and researchers, TLTE makes exactly one claim: the record is accurate, and here is the method by which you can check it. It does not present itself abroad as the voice of the Tamil people.
Consent governs inward. Citation governs outward.
Membership never becomes a mandate.
What the Hybrid Nation cannot do
A consent-based, non-territorial nation cannot conscript, cannot tax, cannot police, cannot hold ground, and cannot bind a Tamil who has not joined it. That is not a weakness in the Declaration — it is the Declaration. Everything TLTE governs is bounded by the consent that created it.
A correction, published as a correction
An earlier phrasing on this organ read that TLTE “does not speak for anyone.” That was imprecise and is corrected here rather than quietly deleted. TLTE speaks for its own consenting membership on matters of its own charter and conduct, as any lawful association does. It speaks for no one else, on no external question, before any body. The corrected form is the one that binds.
