Evidentiary infrastructure

Tier discipline

Every load-bearing claim is graded Tier A (UN body, Special Procedures, accredited inquiry, recognised international court), Tier B (credentialed journalism, peer-reviewed research), or Tier C (single-source, unverified, published as unverified). The grade travels with the claim.

Citations registry

A permanent-ID citation system under which each controversial claim resolves to a source record carrying publisher, tier, and gloss. Claims without a resolvable ID are not made.

Versioned DOIs

Reading Room dossiers are deposited with version numbers and permanent identifiers, so a citation made this era still resolves in a later one.

Disagreement handling

Where two reviewers disagree on tier or confidence, the disagreement is logged in the citation record and the lower grade is published. The difference is never split silently.

Absence published as absence

“No public record found” is stated as absence — never as accusation, never as exoneration.

Structural infrastructure

Continuity protocol

Published succession and survivability rules, with an append-only changelog and an anti-fraud verification surface.

Refusal ledger

Every operational refusal cites the instrument that demands it. The refusals are public before anyone forces them.

Two-layer rule

Every operational page states what is true now and what it is growing into, so the gap cannot be misread as a claim.

Era markers, not dates

No roadmap dates, therefore no missed ones. Time is marked by era, not by calendar promise.

TLTE C.I.C., Co. No. 16426152, England and Wales, statutory asset lock in force — a real counterparty that can hold an MoU, receive correspondence, and be held to account.

Analytical instruments

A set of descriptive mathematical models, each published with its formula, its inputs, and its explicit limits. None is predictive. None is applied to a named person or place. Their function is to make a comparison reproducible by a third party who distrusts the person running it.

What this inventory does NOT establish

It does not establish that TLTE is correct, representative, mandated, or recognised. It establishes only that the material is structured to be checked — which is the minimum precondition for being cited, and the thing almost no diaspora body has built.

The test

The honest test of a standards body is simple and public: can a hostile reader who assumes bad faith trace any given claim to its source without asking us for anything? Where the answer is no, the claim is the defect, not the reader.
