Funding of the Watchers
Watching was real. Consequence was not — because the watchers were structurally decoupled from enforcement.
- OHCHR, Special Procedures, and treaty-body work on Sri Lanka were funded overwhelmingly by EU / UK / Germany / Scandinavia — the same states that ran the geopolitical desk deciding pressure levels.
- ICG's Sri Lanka work drew on Norwegian MFA, DFID/FCDO, and Dutch MFA lines, creating a soft ceiling on how far analysis could move from donor foreign-policy posture.
- UK academic Sri Lanka studies (SOAS, Edinburgh, Sheffield) sat inside British Academy / ESRC / AHRC grant cycles — long-form, high-integrity, but slow relative to political tempo.
- The archive is thick because watching was funded. The outcome is thin because enforcement was not.
