The European Union rewrote the rules of trade conditionality in late 2023. Civil-society evidence is now formally admissible in the monitoring of "serious and systematic violations" of 32 international conventions. Sri Lanka must re-apply before 31 December 2028. The window between today and that filing is the most cited-evidence-friendly accountability lever Tamils have had since UNHRC 30/1 in 2015.

  • · Not a call for GSP+ withdrawal. The audit posture is monitoring and structured engagement under the regulation's own conditionality regime, not punitive action against apparel-sector workers.
  • · Not Tamil-specific. The 27 conventions cover labour, civic space, anti-corruption, and human rights across all communities. Sinhala, Muslim, Up-country Tamil, and Eastern Muslim civil-society evidence is admissible and is cited where it exists.
