Representation without authority is not empowerment. Magalir Avai's governance pathway is designed to place women in roles with real decision rights: not symbolic seats, not advisory-only positions. This page documents the future structure. It is not a live elected body — TLTE today is in the Aarambam (founding) era and operates as a research archive.
Pathway stages (training → eligibility)

Role catalogue (Becoming)
Operational lead for the Safety Framework. Safeguarding-cleared. Female reviewer by default.
Trauma-informed; consent-first; works only with explicit survivor consent.
Liaises with PEARL and the Tamil Families of the Disappeared. Never speaks for them.
Coordinates the household-stability framework with district teams.
Reviews women-led project budgets, milestones, public reporting.
Holds DBS; designs age-tier protections (Becoming layer only).
Runs the women-led governance pathway curriculum.
Refers — never diagnoses or treats.
Documentation pathway; coordinates with future Land Protection Registry.
Publishes anonymised, aggregate transparency reports.
Liaison only. No data collection without consent.
UK / Canada / Switzerland / Australia / EU.
Memory & testimony, consent-only, redaction-first.
Finance audit; reports to Five Councils.
Every role carries: required training, safeguarding clearance status, access level, audit requirement, conflict-of-interest declaration, backup holder, review date. No role grants unlimited power.
Vin & Min integration
Vin is earned trust. It can be earned through safeguarding service, district coordination, mentoring, public reporting, finance oversight, women's education and project delivery. Min cannot buy Vin.
Min is a contribution credit. Women-led projects are eligible for Min-backed support against verified budgets, milestones, public impact reports — with private beneficiary protection.
Trauma is never gamified. Survivor identity never enters the points system.
Connection to the Governance OS
Magalir Avai sits inside the wider Governance OS — specifically Module 8 (Five Councils), Module 9 (Audit Log), Module 5 (Evidence Vault), and Module 16 (Charter Enforcement). It does not duplicate any of those modules; it scopes them for the women's dignity & civic power agenda.
