TLTE does not currently operate a live survivor intake, complaint chamber, or safeguarding service. The text below is a documented framework for a future regulated entity — not an active service. If you or someone you know is in danger, please contact a qualified body in your jurisdiction:

Why this is a specification, not a service

Operating a live survivor-intake or complaint surface in the UK triggers regulated obligations that a volunteer-led civic research archive cannot responsibly meet today: the Online Safety Act 2023 (illegal harms + children's safety duties), Working Together to Safeguard Children 2023, enhanced DBS for anyone in a mentoring relationship with a child or vulnerable adult, GDPR Article 9 (special-category data), the Care Act 2014 adult-safeguarding duties, and likely Charity Commission registration. Until a regulated TLTE entity exists, the only ethical posture is to document the framework openly and refuse to take in cases we cannot lawfully process.

Six standing principles

  1. No public exposure of survivors. Names, addresses, and identifying detail are never published.
  2. Female reviewer option, by default, on every report.
  3. No untrained person handles a sensitive report; safeguarding clearance is mandatory.
  4. Emergency cases are escalated to qualified professional and statutory bodies — never resolved internally.
  5. No retaliation against any reporter — Vin loss, role suspension and ban for any retaliator.
  6. AI assists with drafting, redaction and translation. AI never decides cases or identifies survivors.

Documented case flow (Becoming layer)

  1. Report submitted (encrypted intake; anonymous case ID).
  2. Safety triage by a safeguarding-cleared reviewer.
  3. Privacy level assigned (Protected / Sensitive / Restricted).
  4. Female reviewer option confirmed.
  5. Safeguarding check; statutory referral if required.
  6. Legal / clinical / professional referral as appropriate.
  7. Evidence preservation (chain-of-custody, redaction tools).
  8. Consent-led response plan.
  9. Follow-up at the survivor's pace, with a right to pause or withdraw.
  10. Closure or escalation; appeal route published; audit log retained.

Complaint Chamber — accountability above status

The Becoming-layer Complaint Chamber would handle complaints involving abuse, harassment, exploitation, project misconduct, leadership abuse, or retaliation. No prestige, donation, family name, Vin level, or seniority would protect any person from review. Outcomes range from warning, training, and access restriction through to role suspension and referral to police or a regulator. Public reporting of outcomes would be anonymised and aggregate only.

What AI can and cannot do here

AI may
  • Explain the framework and its principles.
  • Help draft safe, redacted public summaries.
  • Translate between English and Tamil.
  • Suggest the appropriate referral pathway.
AI must not
  • Decide an abuse case.
  • Identify survivors or families.
  • Approve or remove any role.
  • Issue legal, medical or safeguarding determinations.
