The Governance OSA 15-stage reference architecture for civic operation
Thayagam is not claimed by force.
It is described, justified, and offered.
No real money · No real identities · No real votes
A serious civic system needs more than goodwill. It needs an architecture — a way for trust to be earned, value to flow openly, and power to leave a trail.
The OS is the spec. The diaspora decides whether and when to adopt it.
Eight rules. No exceptions.
Two layers, always
Every capability shows Now (Aarambam) and Becoming (Nilaiththanmai). The gap is the work.
No silent power
Every action is logged. Every reduction in Vin requires complaint, evidence, response, decision, appeal.
Min flows in the open
10% of every transaction recycles to the public treasury, visible to all.
AI observes, humans decide
MOZI Copilot proposes. People ratify. No autonomous authority.
Identity is asymmetric
Privacy at the edge. Accountability at the centre. The two do not contradict.
Voice is primary
Sanctuary, Arena, Whispers. Text is fast and cheap; voice carries grief and accent.
Not a market
No advertising. No behavioural tracking. The diaspora is not a product.
Refusal is sacred
Opting out is a first-class action. No penalty. No follow-up. No nag.
15 stages. One operating system.

└──────────┘ └──────────┘ └──────────┘Sixteen organs of the OS
Every member begins with the same orientation. No shortcuts, no insider track.
Alias today. Verified at maturity. Privacy at the edge, accountability at the centre.
Earned trust. Cannot be bought. The structural barrier against pay-to-influence.
Transparent contribution flow. 10% of every transaction returns to the public treasury.
Tamper-evident witness, document, ledger. The record exists before the debate.
Community truth verification. AI observes; humans decide.
The conduct layer. Slow, ethical, refusable.
Rotating governance. No permanent leaders. No silent power.
Every consequential action. Every actor. Every time.
Proposals enter the record before they enter debate.
Three-tier notification — Sacred · Signal · Social. Memorials are not for noise.
The village hall, in breath. Voice as the primary medium.
Who builds the system. Paid in Min. Earned by skill, not credentials.
Open memory. Source-backed. Read-only by default.
Six backup layers. Four system modes. The homeland survives the host.
The Seven Sacred Rules. Server-side. Non-negotiable.
"No silent power. No hidden ledger. No leader above the law."
The three rules the OS exists to enforce
What this is not
- — Not a state. Not a party. Not a charity. Not a SaaS.
- — Not a live treasury. Min today is internal contribution credit.
- — Not a live vote system. Proposals are simulations until the era moves.
- — Not a real identity vault. Verification flows are described, not deployed.
The OS will not be activated by anyone — including TLTE — without explicit civic ratification.
