The grammar

surface-slug — the desk, pack or visualisation primitive (e.g. observatory-honesty, mullivaikkal-2009, land-honesty).
NNN — zero-padded ordinal within that surface. Stable across eras. If a row is appended, its ordinal is appended; existing ordinals never shift.
Every E-id is also an in-page anchor. https://docs.tlte.cloud/unmai/desk/land#E.land-honesty.001 resolves to the 672-acre row. Parliamentary correspondence, OHCHR submissions and academic citation should use the full URL.
Why this exists
Pages move. Datasets update. URLs slip. A stable, human-readable ID per evidence row means an MP can write E.demil-honesty.001 into a Written Question and have it still resolve in five eras' time.
