Editorial gloss

TLTE publishes every evidence row with a stable E-id of the form E.{surface-slug}.{NNN}. The surface-slug names the desk, pack or visualisation primitive (e.g. mullivaikkal-2009, observatory-honesty, land-honesty, demil-honesty, disappearances-honesty, observatory-convention, observatory-case). NNN is a zero-padded ordinal that never shifts: when a row is appended, only its ordinal is new; existing ordinals stay fixed across eras. Every E-id is also an in-page anchor — https://docs.tlte.cloud/unmai/desk/land#E.land-honesty.001 resolves to the 672-acre row, https://docs.tlte.cloud/unmai/desk/disappearances#E.disappearances-honesty.001 to the OMP 6,700 row, https://docs.tlte.cloud/unmai/desk/demilitarisation/civilian-safety/observatory#E.observatory-honesty.003 to the disappearances Honesty Index row, https://docs.tlte.cloud/mp-packs/pack/mullivaikkal-2009#E.mullivaikkal-2009.001 to the first Mullivaikkal evidence anchor. AS OF AARAMBAM the live surfaces are: MP Pack evidence anchors (116 anchors across populated packs, 100% citeId coverage), Civilian Safety Observatory Honesty Index (5 rows), Observatory Convention Map (6 rows), Observatory Comparative Transitions (3 cases: Aceh / Northern Ireland / South Africa-cautionary), Demilitarisation Desk Honesty index (3 rows), Land & Property Desk Honesty index (3 rows), Disappearances Desk Honesty index (3 rows). PURPOSE: parliamentary correspondence, OHCHR submissions and academic citation can point at a single line and have it stay fixed across eras. An MP can write E.demil-honesty.001 into a Written Question and have it still resolve in five eras' time. Velicham (the AI assistant) uses E-ids to point at the exact row when answering a question. Lives at /evidence-ids.
