Several organisations in the WTM-Geneva archive are advocating that the UN Human Rights Council upgrade the Sri Lanka file from the OHCHR Accountability Project (OP6, HRC resolution 51/1) into a Country-Specific Special Rapporteur mandate at HRC63. This page is TLTE's ledger of that advocacy as it appears in the archive — nothing here is a TLTE demand, endorsement, or co-signed position.

  • TLTE does not call for a Country-Specific SR; we record that the call exists.
  • We do not lobby Core Group states (UK, Canada, North Macedonia, Malawi, Montenegro), and we do not draft HRC language for any government.
  • Primary sources remain OHCHR, the OHCHR Sri Lanka Accountability Project (OP6 of HRC res. 51/1), and the UN PoE 2011 / OISL 2015 record — not the advocacy below.
  • Counting and naming on this page is limited to what is already on the open record. There are no survivor names, no perpetrator names, and no internal numbers.

Why this matters: a Country-Specific SR is a political instrument decided by states. TLTE is a civilisational framework, not a state and not a party to that decision. Our job is the audit trail.

For the public record

The Core Group on Sri Lanka at the Human Rights Council comprises the United Kingdom (penholder), Canada, North Macedonia, Malawi and Montenegro. The current mandate operates through OHCHR's Sri Lanka Accountability Project, established by HRC resolution 51/1, operative paragraph 6 (October 2022), and renewed at HRC57.

A Country-Specific Special Rapporteur is a separate instrument with a named mandate-holder and an annual reporting cycle to both the HRC and the UN General Assembly. Its creation requires a resolution passed by the Council; civil-society advocacy is one input among many, not a substitute for state action.
