Kaṇakku is the organ that audits our own side. It reads the Tamil diaspora's street economy, its money architecture, and its folklore against court records, regulator publications, and Tier-A reporting. It exists because a body that asks a state to account for itself has to be able to survive the same question.
The audit did not end where it was expected to. The largest finding is not about the community at all. It is a hole in international law: corruption proceeds have a treaty-mandated route home to victims; frozen counter-terrorist-financing money has none.

Both regimes freeze. Only one of them is required to bring the money home. That difference was written by drafters, not by nature — which means it can be rewritten.

Symmetric accountability is a credential. An archive that only documents what was done to its own people is advocacy. An archive that also documents what was done in its own name, under the same evidentiary rules, is an institution. Kaṇakku is the second thing.
