Every state audited here has a statutory channel through which a member of the public may ask what it holds. The same single question is put through each of them. A refusal is an answer. A non-answer, recorded and dated, is also an answer — and it is the one this tracker is built to preserve.
The question
In respect of assets frozen or forfeited under counter-terrorist-financing powers in connection with the LTTE, does your department hold or publish a record of the final disposition of those assets — including any sum returned to any natural person — and if so, where is that record published?
It is deliberately narrow. It asks about the existence and location of a record, not about any individual, any account, or any operational matter. A department that holds nothing can say so in one line, and that line is itself the finding this organ exists to publish.

Why silence is data
A single unanswered request is an administrative fact. Nine of them, filed identically through nine statutory regimes and logged with their dates and reference numbers, is a dataset about how a regime behaves when it is asked the one question it was not designed to answer.
The dataset proves itself. It does not require anyone to believe TLTE about anything — each row can be reproduced by any reader with the same statute and the same question.
