Folklore is not a lie. It is a memory the archive failed to receive. This ledger takes the claims that circulate at weddings, in WhatsApp groups, and on TikTok, and puts each one next to what a diligent public search actually returns.
How to read a verdict
A verdict here is about evidence, never about a person. "No public record found" means a diligent search of publicly retrievable material returned nothing supporting the claim as circulated. It is not a finding of innocence, and it is not a finding of guilt. It is a statement about what can honestly be published.
"Large diaspora fundraising sums were seized by a Western state."
DocumentedCanadian proceedings arising from World Tamil Movement activity in Montreal produced publicly reported seizures and a listing decision by Public Safety Canada.
The seizure is documented. What happened to the money afterwards is not — see the Asset Disposition ledger.
"Named Tamil street formations existed in Toronto and London."
DocumentedPolice services and courts in Ontario and England produced convictions arising from organised street-level offending involving Tamil-heritage defendants; the formations are described in judgments and in police disclosures.
TLTE names no individual who was not convicted on a public record, and names no organisation as criminal absent a court finding in that jurisdiction.
"Those street formations were commanded or directed by the LTTE."

Iconography borrowed by street formations is not command. The audit found borrowing of symbols; it did not find a chain of command.

Absence of a public record is not proof of absence. It is, however, all that can honestly be published.
"A named foreign state supplied materiel through diaspora money."

"Undiyal (informal value transfer) is inherently criminal."
Contradicted by the recordFATF and World Bank literature treats hawala-type informal value transfer as a service that is lawful where registered and criminal only where used to evade controls. Banking exclusion is repeatedly identified as a driver of informal channel use.
The audit treats undiyal as a symptom of financial exclusion first, and as a control problem second.
"Western courts have all held the LTTE to be a criminal organisation."
Contradicted by the recordIn 2019 the Swiss Federal Supreme Court held that the LTTE did not satisfy the Swiss Criminal Code Art. 260ter definition of a criminal organisation. Separately, the EU General Court annulled LTTE listings in 2014 (T-208/11 and T-508/11) on procedural grounds; the Council subsequently re-listed on a substantive basis.
The 2014 annulment was procedural. It is not, and is never presented here as, a substantive delisting.
"People who were coerced into paying can apply to get their money back."
No public record foundAcross the nine jurisdictions audited, no published mechanism was found that allows a coerced contributor to seek return of funds frozen or forfeited under counter-terrorist-financing powers.
