Parallel Sovereignty

The door is open. The seat is named. We will not knock.

The Eelam Tamil civic file and the Malaiyaha (Hill Country / Up-Country Tamil) civic file share an architectural wound — the 1948–1956–1971 pattern of state-designed exclusion — but they are two peoples, two histories, two civic files, walking in parallel. They are not one story with two chapters. TLTE will not collapse them, will not speak for Malaiyaha politics, and will not solicit anyone into Eelam.

The reserved seat is filled if and only if a Malaiyaha civic worker chooses to sit in it, on their own terms. Parallel roads remain parallel unless the Malaiyaha civic body declares otherwise; that declaration is theirs alone to make.

What this doctrine forbids

  • ·No 'join us' language directed at the CWC, NUW, UPF, or any Malaiyaha institution.
  • ·No absorption framing. Malaiyaha are never a 'sub-chapter' of a Northern-led settlement.
  • ·TLTE does not host a Malaiyaha representative body. Institution-not-officer. No individuals named.
  • ·No fundraising or petition co-signing asks aimed at Malaiyaha institutions.
  • ·Never let Northern Tamil leadership speak for Malaiyaha labour on any TLTE surface.

What this doctrine requires

  • ·The 500-seat Sabhai sortition quota explicitly names a reserved seat for Malaiyaha / Up-Country Tamil civic representation — held unfilled until claimed on their own terms.
  • ·Institution-level citations only: Amnesty, ILO CEACR, HRO Kandy, ISD Kandy, CWC, ETP, HRW, Oxfam.
  • ·UK-facing accountability, not Eelam-facing solidarity: MP Pack #16 targets UK importers under Modern Slavery Act 2015 §54 and ILO C87 / C98 / C111 / C190.
  • ·Two-layer status (Now · Aarambam / Becoming · Nilaiththanmai) on every operational surface.

Why parallel, not merged

Bass (2013), Silva–Sivapragasam–Thanges (2009), Manogaran (1987) and DeVotta (2004) document what collapsing the two files always destroys: distinct occupational structures, distinct caste formations, distinct temple traditions, distinct political histories under the CWC, and a distinct pattern of statelessness (1948 Ceylon Citizenship Act; 1949 Indian & Pakistani Residents Act; 1964 Sirima–Shastri Pact; 2003 Grant of Citizenship to Stateless Persons Act) with no analogue in the Northern Tamil file.

Any TLTE surface that treats "Sri Lankan Tamil" as a single object repeats the unitary state's error. This doctrine is the design-level refusal.

The correction we hold

Shobasakthi (சோபாசக்தி) is a Northern Tamil (Eelam Tamil) writer whose fiction centres Malaiyaha lives, plantation labour and caste — not a Malaiyaha writer himself. The community's own literary anchors are Thelivathai Joseph (தெளிவத்தை ஜோசப்) and Malaravan-era plantation-labour poetry. Where TLTE cites Shobasakthi, it is as a Northern Tamil author writing about Malaiyaha lives, not from them.
