The Lighting Layer

Lit public space is the only protective intervention a diaspora can lawfully fund on the island. It is a utility, not a security system. It is owned by the receiving elected local authority from the day of handover. It carries no camera, no sensor, no network link, and no TLTE marking. The absences are the specification.

Becoming (Nilaiththanmai). Where an elected local authority requests it, the specification is handed over unchanged and the authority owns, installs, and maintains the asset.

The specification includes
- Solar photovoltaic array with integrated battery storage, sized for full night autonomy.
- LED luminaire at a warm colour temperature appropriate to residential and pedestrian use.
- Fully off-grid operation. No connection to any national or municipal electrical network.
- Passive dusk-to-dawn operation by light-level threshold only.
- Pole and fixing standards specified to local wind loading.
- Maintenance owned entirely by the receiving local authority from the day of handover.
The specification excludes
- No camera of any kind, fixed or removable.
- No motion sensor, acoustic sensor, or presence detection.
- No biometric capability of any kind.
- No radio, cellular, mesh, or network link.
- No data capture, logging, telemetry, or remote monitoring.
- No control interface reachable from outside the unit.
- No mounting point, bracket, or housing capable of accepting later surveillance hardware.
- No TLTE branding, marking, or identifier on any installed unit.
Non-removable rules
- 01This is a utility donation. It is never described, funded, or documented as a security system.
- 02TLTE never owns, operates, maintains, or holds any asset on the island.
- 03The receiving counterparty is an elected local authority. Never a ministry, never a security body.
- 04No camera, no sensor, no biometric, no network, no data capture — the absence is the specification.
- 05No geotagging of routes, checkpoints, installations, or any location at street resolution.
- 06No naming of serving police or military personnel, and no photography of them.
- 07No incident counts. Crime and safety figures are cited to the body that published them.
- 08No conditionality. Nothing installed is contingent on political alignment of any community.
