Lit public space is the only protective intervention a diaspora can lawfully fund on the island. It is a utility, not a security system. It is owned by the receiving elected local authority from the day of handover. It carries no camera, no sensor, no network link, and no TLTE marking. The absences are the specification.
Becoming (Nilaiththanmai). Where an elected local authority requests it, the specification is handed over unchanged and the authority owns, installs, and maintains the asset.

- No control interface reachable from outside the unit.
- No mounting point, bracket, or housing capable of accepting later surveillance hardware.
- No TLTE branding, marking, or identifier on any installed unit.
