Roles — responsibility without hierarchy

A stateless framework still has to distribute work. The Hybrid Nation does it through named roles that carry responsibility, not rank. Witness brings memory. Keeper holds it. Archon signs for it. Kindred and Villagers participate. None of these is permanent.

§ 01

Why role, not rank

The Hybrid Nation refuses rank because rank, once installed, accretes power, blocks succession, and turns critique into insubordination. Roles, by contrast, are responsibilities held for a time, named in public, revocable by the Charter Council, and logged in the Continuity Changelog.

A role is not a job title. It is a covenant: "while I hold this role, I will do X, refuse Y, and answer to Z council."

§ 02

The roles, in operation

  • Witness (சாட்சி). Brings cited memory — testimony, evidence, archival uploads, citation submissions. The Witness Pass page is the public artefact of this role.
  • Keeper (காவலர்). Custodian of a specific surface — a desk, a registry, a mp-pack track, a translation. Keepers do not own; they hold.
  • Archon (கையெழுத்தாளர்). Council-delegated signatory. Signs filings, regulator letters, court submissions. Cannot rule. Revocable.
  • Kindred (உறவினர்). Active contributor across organs. The default role for working members of Pattarai.
  • Villager (கிராமவாசி). The light-touch role for diaspora members who read, share, and occasionally contribute. The role exists so that the Hybrid Nation has a baseline of belonging that does not require labour.

The roles overlap. A Keeper of one desk may be a Villager everywhere else. The Charter Council holds the role-grant book, and the role grant is always revocable.

§ 03

Magalir Avai — overlay role discipline

The Women's Council overlays role decisions wherever the role touches survivors, safeguarding, or testimony. A Keeper of a Magalir-Avai-adjacent surface is appointed in consultation with the Women's Council, and the Council can withdraw the role grant at any time without producing reasons in public, to protect the surface from instrumentalisation.

§ 04

Witness Pass — the published artefact

The Witness Pass is the operational artefact of the Witness role. It is a portable record of contributions and councils served, expressed as a card with a public verifier at witness/verify. It is not a passport in the sovereign sense, never used as a travel document, never a substitute for state-issued ID.

The Witness Pass is additive: it sits alongside the citizenship the bearer already holds. Refusing the Witness Pass changes nothing about a member's standing in the Hybrid Nation; it is there for those who want a portable record.

§ 05

What the role system refuses

What this chapter is not
  • ·No permanent roles. Every grant is revocable; the Charter Council may withdraw any role at any time, with the withdrawal logged.
  • ·No hereditary roles. Roles do not pass to family; they pass through council process.
  • ·No private roles. Every role grant is logged in the Continuity Changelog; there are no off-record positions.
  • ·No paid roles tied to memory work. Compensated work for TLTE is contractual under UK law; it is not a Charter role.
  • ·No role-based access to coercive tools. No role grants surveillance, op-sec, or HUMINT capability — Unmai is citation-only by Charter.
