Identity — added to, never taken from

A diaspora that has been citizenship-stripped before will not strip its own. Hybrid Nation identity is additive: it sits on top of UK / Canadian / Australian / Indian / Sri Lankan citizenship and never claims to replace any of them. The lesson of the Citizenship Acts 1948–64 is foundational.

Why additive

The single most catastrophic act in modern Tamil history was a paper one: the Ceylon Citizenship Act 1948 and the Indian and Pakistani Residents (Citizenship) Act 1949 stripped roughly a million Hill Country Tamils of citizenship overnight. The lesson the Hybrid Nation took from that history is structural: civic identity that can be revoked by paper is not safe.

The response is not to build a competing passport. It is to refuse the architecture that made revocation possible. Hybrid Nation identity is additive: nothing it grants is at the cost of anything its members already hold.

The Witness Pass — what it is and is not

The Witness Pass is the artefact of this principle. It is a card; it is not a passport. It records contributions to TLTE — councils served, dossiers worked, translations submitted — and lets the bearer carry that record across surfaces. A public verifier at witness/verify lets any third party check the card.

What it is not: a travel document, a vote, a means of state-side identification, a token, or a paid product. The Witness Pass is free at issue and revocable by Charter Council process if the bearer publicly violates the Charter.

Language as identity infrastructure

The Hybrid Nation's civic identity is bilingual by design. Every load-bearing surface — Charter, organs registry, dossiers, Continuity Changelog, MP Packs, Velicham assistant — is built for parallel Tamil and English. The Tamil is not ornament; it is the spine. English is the bridge to UK Parliament, OHCHR, and the diaspora's children who read English first.

The deliberate hybridity (Tamil terms with English glosses, the opposite of either-or) is the operational expression of the civic identity itself.

§ 04

Era markers, not calendar dates

Hybrid Nation identity expresses time in eras, not in dates. The current era is Aarambam (founding). Era markers travel with the identity itself: a Witness Pass issued in Aarambam carries that era as a public timestamp the bearer can show. This is not mysticism; it is structural. Calendar dates anchor a movement to one polity's calendar; eras anchor it to its own civilisational time.

What identity refuses

What this chapter is not
  • ·Not a passport. The Witness Pass is not a travel document; it is not accepted as state-side ID anywhere.
  • ·Not exclusive. Holding a Witness Pass does not preclude any other identity. Anyone can hold one without renouncing anything.
  • ·Not a citizenship test. The Hybrid Nation does not interrogate ethnic, linguistic, or geographic credentials.
  • ·Not biometric. The civic identity layer collects no fingerprints, faces, or biometric markers; OTP is creator-only.
  • ·Not for sale. There is no premium identity tier. Min cannot buy a Witness Pass.
