Unmai Graduation Gates — the six gates

The six gates are: (1) DPO — Data Protection Officer appointed and operating; (2) DPIA — Data Protection Impact Assessment completed and published; (3) Independent legal review — UK + Sri Lankan + EU counsel sign-off; (4) Two-Archon rule — every intake decision requires sign-off from two Archons across different Councils; (5) Indemnity — professional indemnity insurance and Witness-protection indemnity in force; (6) Partnership — formal partner agreements with at least one of ITJP, PEARL, OHCHR, or Mnemonic for hand-off. All six are open this era (Aarambam). No intake until all six close.
