Civic Treasury — the published dashboard organ

The Civic Treasury (/treasury/*) is the public proof-of-life dashboard for the diaspora gathering. Five surfaces, all live this era: /treasury (landing + live pulse: era day, passes issued, Min in circulation [0 this era], Treasury balance [0 this era], wallet events 24h, on-ramp status); /treasury/ledger (nine two-layer rows grouped Passes · Events · Roles · Min · Treasury · Stripe, every row queries a real table, zero shown as zero with honest note); /treasury/diaspora (k≥5 anonymity threshold hard-coded in the server function, country-mix panel honestly empty this era because profiles has no country column, eighteen-node Ecumene Atlas as symbolic spine — NOT member locations); /treasury/funding-spine (scroll-spine of four phases: 1 Demilitarisation Petition TLTE-scoped 40/25/20/15; 2 Petition 02 Recorded Legal Memory TLTE-scoped 45/25/20/10; 3 North-East Civic Reset co-signed with PEARL/Adayaalam/ACPR/Eastern Muslim Chamber 50/25/15/10; 4 Self-Determination Era deferred 100% to diaspora-wide public audit); /treasury/my-contribution (auth-gated, only the signed-in member can see their own alias, role, era day issued, reverification, serial, wallet status, events, and zero Min/Treasury share this era). Charter rules enforced in code, not just stated: real data only · no PII · two-layer mandatory · Phases 1–2 TLTE-scoped published & challengeable · Phase 3 requires partner co-signature · Phase 4 explicitly not TLTE's to allocate · phase transitions require Graduation-Gate closure plus append-only Continuity Changelog entry. Min on-ramp is hard-locked off this era until the six Graduation Gates (DPO · DPIA · independent legal review · two-Archon · indemnity · partnership) close. The Treasury will never become a fundraising page, leaderboard, donate button, member-name list, calendar-dated roadmap, or pie chart of money that does not yet exist.
