Rational-actor analysis for India, China, US/Quad, UK/EU, and Indian Ocean littoral states. A transparency-native, no-standing-army, Charter-bound Tamil polity is a regional stabiliser, not a destabiliser. Each actor's interests are read against published doctrine — Indian Ocean strategy documents, Indo-Pacific framework papers, FCDO posture statements — not against speculation.

Rational-actor reading

India

Interest · Strategic depth in the southern Indian Ocean; Tamil Nadu domestic politics; non-traditional security (fisheries, narcotics, trafficking) in the Palk Strait.

Stabilising read · A demilitarised Northern Province under transparent civilian policing reduces the smuggling-economy pull and removes the fisheries-incidents-flashpoint that recurs every Tamil Nadu electoral cycle. The Hybrid Nation Doctrine's no-standing-army commitment is the operative reassurance.

Risk if mishandled · An opaque, ethno-exclusivist post-conflict settlement on Indian Ocean littoral that reproduces grievance and re-engages the Tamil Nadu electorate. India has documented this risk pattern through five decades — IPKF 1987–90 is the historical anchor.

China

Interest · BRI port infrastructure (Hambantota, Colombo Port City); naval logistics access; debt-instrument leverage over Colombo.

Stabilising read · Sri Lankan state opacity is the asset; transparent post-conflict reconstruction in the Northern and Eastern provinces does not threaten Chinese commercial positions in the south. The /case/ organ takes no position on PRC commercial activity beyond the FATF/APG compliance frame.

Risk if mishandled · A reconstruction process that politicises Chinese commercial positions for diaspora signalling. The /case/ organ explicitly refuses this framing.

United States / Quad (Japan, Australia)

Interest · Indo-Pacific maritime domain awareness; counter-trafficking; democratic-resilience signalling; QUAD humanitarian-assistance-and-disaster-relief (HADR) corridors.

Stabilising read · A transparent, civilian-policed Northern Province strengthens the regional democratic-resilience story and lowers the friction cost of HADR access. State Department human-rights reporting on Sri Lanka is already aligned with the structural ask. UN Resolution 30/1 was originally a US-led co-sponsorship.

Risk if mishandled · Tamil-diaspora political contributions in the US producing a perception of constituency-capture. The Diaspora Economic Web Desk's mirror-publish discipline directly addresses this.

United Kingdom & European Union

Interest · Post-imperial responsibility (Colebrooke-Cameron 1833 → Soulbury 1948); GSP+ trade preferences with conditionalities; ECHR / refugee-system load (Sri Lanka is a top-10 source country for UK asylum claims most years).

Risk if mishandled · Performative conditionality without follow-through — already documented in the ITLOS / OHCHR / Bachelet sequencing of 2020–24.

Indian Ocean littoral states

Interest · Maldives, Mauritius, Seychelles, Réunion (France), Comoros: blue-economy security; fisheries; climate-displacement protocols.

Stabilising read · Tamil diaspora communities (Réunion, Mauritius — the long-established Indian-Ocean Tamil ecumene nodes) operate as transparent civilian networks already. Codification under the Hybrid Nation Doctrine does not change the operational footprint; it formalises what is already happening.

Risk if mishandled · Conflation of Tamil-civilian diaspora networks with security-coded categories. The /case/ organ refuses this conflation; the Ecumene Atlas's no-shading / no-scoring rule is the structural safeguard.
