If you want to
send us material.

This page exists so no organisation, network, or working group ever approaches TLTE with the wrong expectation. Read this first. Then decide.

We will receive your archive.

Unsolicited material is welcome. Send via the existing anonymous-introducer channel — we do not publish, share, or refer to who you are. The introducer is a deliberate firewall.

We will hash every document on arrival.

SHA-256 fingerprint, published at /atlas/networks/wtm-geneva-briefing/provenance. If you later dispute what we received, the hash list settles it. We do not republish the documents themselves.

We will cite your published work — Tier-A external.

Where substance aligns with TLTE's published positions, your work appears in our research desks as an external citation. Your name. Your URL. Your framing in your voice.

We will not co-sign anything.

No joint letterhead, no joint statements, no drafting on your behalf, no amplification of your campaigns. Citation is the only form of acknowledgement. This is structural and applies to every contributor without exception.

We will not meet you, respond, or open a correspondence.

A one-page acknowledgement is sent from our Continuity Office to your introducer for the record. After that, no further correspondence is initiated by us. Future material may be sent via the same channel — we will index it under the same discipline.

§ Buckets

Every organisation in an arriving archive is sorted into one of four buckets:

SAFE

Cite-only publication permitted.

HOLD

Paused pending verification.

EXCLUDED

Structural — fails safety contract.

NOT INDEXED

Administrative or duplicate material.

Bucket ratios are published. Reasoning for HOLD and EXCLUDED is published in general terms. No individual is named.
