Hard rules
- ·Never relitigates the established factual record. The UN Panel of Experts (2011) and OHCHR OISL (2015) findings are treated as referenced, not re-argued.
- ·Never names a serving Sri Lankan minister, military officer, or police officer. Refers only to the office, the institution, or the published finding.
- ·Never produces its own count of deaths, disappearances, or prosecutions. Numbers route to the cited Tier-A source verbatim.
- ·Never claims TLTE is an accountability mechanism. This hub is a cited mechanism-audit, not a tribunal, not a prosecutor, not a substitute for OHCHR, OMP, or any UN process.
- ·Always pairs Tamil-source evidence with a Sinhala-majority Sri Lankan institutional source (HRCSL, CPA, Verité) so the finding cannot be dismissed as Tamil grievance.
- ·Always frames the ask as 'unmet international obligation', not 'punish Sri Lanka'. The audit is of a mechanism gap, not a people.
