Final-Days Custody Desk
Custodial executions in the final phase are a state-accountability file. TLTE cites; TLTE does not aggregate.
A sub-desk of Unmai. Its subject is the pattern of custodial killings, white-flag surrender killings, and executions of non-combatants — including children — held in Sri Lankan state custody in the final days of the armed conflict (approximately 17–19 May 2009 and the immediate aftermath).
Hard rules
- Not a rehabilitation page for any LTTE figure. The wrong of a custodial execution is not a moral offset to any other wrong. Two files, both Tier-A anchored, both open.
- Not survivor intake. Routing goes to ITJP, PEARL, OHCHR, ICRC.
- Never names a family beyond the public Tier-A record.
- Never aggregates a TLTE count. Patterns are documented in UN PoE 2011 and OHCHR OISL 2015 in their own terms.
- No perpetrator naming outside Tier-A and the Dossier 07 Karuna-split exception.
