Palk Strait Civilian Maritime Access Framework

Ordinary fishers are not enemies. Due process, dignity, family notification, and safe release mechanisms come first.
Access rules should be clear, published, understandable, and predictable — not discovered by arrest.
Tamil Nadu and Northern/Eastern Tamil fisher communities should both be at the table.
Protect marine ecosystems. Reduce destructive methods. The sea must outlive the dispute.
No family should collapse because of arrest, boat seizure, unclear enforcement, or sudden loss of access.
Every arrest, seizure, release, and boat status traceable in the open record.
St Anthony's festival access and civilian visits should be safe, predictable, humane.
Tamil Nadu fishers and Eelam Tamil fishers should not be set against each other.
Support deep-sea transition, equipment upgrades, cooperative insurance, and fisher training.
Public accountability + humanitarian repair. State boundary decisions remain matters of formal diplomacy.
This framework is a civic-research proposal. It is offered to fisher associations, parliamentarians, researchers, and the diaspora as a starting point for calmer conversation. It is not a treaty. It is not a state position. It is not directed at any individual government.
